Upon his return to Shelby County, he taught for a few years at Germantown High School before joining the family in Kelsey Brothers Department Store and other business interests. In later years, he started Collierville Charters. He was a lifelong member of Collierville United Methodist Church. Tom loved the outdoors, especially hunting, and he was very fond of horses and bird dogs. He is survived by his wife, Rachel Loyd Kelsey; his daughter, Deborah Kelsey Woody; his son, James Franklin Kelsey; four grandchildren, Patrick, Jodi, Jamie, and Matthew, all of Collierville; his parents, James and Elizabeth Kelsey of Collierville; two brothers, Bill Kelsey of Collierville and Bob Kelsey of Memphis. Funeral services will be held at 10 a.m., Saturday, March 3, at Sanctuary on the Square, with interment to follow in Magnolia Cemetery. Visitation will be 6-8 p.m. Friday at Collierville Funeral Home. 861 | Commercial Appeal, The (Memphis, TN, USA) - May 14, 1998 Deceased Name: COVINGTON LEADER RICHARD BAXTER DIES AT 84 Richard Aubrey Baxter Jr. was a Covington, Tenn., business and civic leader for 43 years. Mr. Baxter, the mayor of Covington from 1985 to 1993, died Tuesday of heart failure at his home. He was 84. As a businessman, Mr. Baxter was elected to the Covington Board of Education in 1949. He served 12 years and was chairman the last four years he was on the board. Two years later, Mr. Baxter was elected as alderman. He was vice mayor of the town for 14 of the 16 years he was an alderman. He resigned in 1979 to begin a six-year stint on the Tennessee Housing Board. The terminal building at the Covington Airport is named in his honor. Mr. Baxter was the owner of R.A. Baxter and Son Lumber Co. and the Baxter Motel. He was a member of the First State Bank board of directors for 43 years and a member of the Covington Lions Club. Mr. Baxter, the widower of Virginia Black Baxter, leaves three daughters, Kim Baxter Henley and Janie Carloss, both of Memphis, and Camille Whitley of Cordova, six grandchildren and three great-grandchildren. 865 | Commercial Appeal, The (Memphis, TN, USA) - May 23, 2011 Deceased Name: MAJOR HAROLD WINFORD MILLS Covington - MAJOR HAROLD WINFORD MILLS, 91, died May 20, 2011. He was born March 2, 1920 on a farm in the Holly Grove Community of Tipton County. He was the son of the late Erskine Lee Mills and Julia Elbert Burton Mills. He was preceded in death by his wife of 70 years, Dorothy McQuiston Mills, and his brothers, J.B. Mills in 1931, Pvt. Adrian Venoy Mills, U.S. Army, in 1944, who was killed in action during World War II and is buried in Normandy, France, and Claude Manuel Mills in 1992. He was a 1938 graduate of Brighton High School. Harold loved nature and enjoyed gardening, camping, hunting, and fishing. Major Mills was a veteran of World War II and the Korean War retiring after 30 years of active military service in 1969. He successfully worked his way up from the enlisted ranks in both the U.S. Navy (1939-1946) and U.S. Air Force (1947-1969). He served on the Destroyer USS Sterett (DD-407) in the Pacific Theater. In March 1944, Major Mills received a direct commission as an Ensign and rose to the rank of Lt. Junior Grade by the end of the war. In 1946, he left active naval service and returned home to operate the Holly Grove Store with his father and brother, Manuel. In 1947, he enlisted in the U.S. Air Force in Memphis, and was recalled to active duty in 1951 from the Air Force Reserve as a Captain in the Korean War. In October 1958, he was selected for a remote assignment with his family to be the Detachment Commander for the Air Force Special Applications Center (AFTAC) unit in Puerto Montt, Republic of Chile, South America. Major Mills and his family "went native," learning the Spanish language and involving themselves in community activities, including his two sons, becoming volunteer firemen. In May 1960, there occurred one of the strongest ever recorded earthquakes in Southern Chile, 8.6. The Mills family declined evacuation and remained to work in relief operations to assist their city and neighbors. In recognition for his service, Major Mills received the Chilean Air Force Military Star Medal of Merit. After a four year tour in Washington, DC, USA, Major Mills returned to AFTAC in 1965 to command the unit in Panama and in 1966 returned to Chile as a liaison officer for AFTAC to the Chilean Air Force. In 1969, Major Mills retired and moved to Jackson, MS, USA to help manage the gubernatorial campaign of then Lt. Governor Charles Sullivan. He served as his administrative assistant until 1972 when Governor Sullivan was tragically killed in an airplane crash. In 1972, Major and Mrs. Mills returned to Holly Grove where they built their dream home. Major Mills was active in civic affairs and community service since returning to Covington including being a member of the Holly Grove Cumberland Presbyterian Church, Tipton County Election Commission, Tipton County Veterans Association, and Tipton County Tax Equalization Board. Mr. Mills was a 32nd Degree Mason of the Scottish Rite and a Shriner. The Mills Family expresses its special appreciation to Mrs. Carol Hayes, the caretaker, for her dedicated care. The family is also most grateful for the professional and compassionate medical attention over the years by Dr. Jesse Cannon of Brighton. Major Mills is survived by two sons, Col. Harold W. 899 | Confederate Veteran. William’s parents were William Whitehead and Meren or Marion Moberly. William was born in 1812 and Meren/Marion was born in 1811, both in Kentucky. William was born in Crawford County, Arkansas in 1835. During the war, William fought for the Confederacy in Arkansas. Later, he moved to Texas and met Mary Williams a widow with a young daughter. They married in 1868 in Denton County, Texas and settled in Bolivar. In Bolivar on July 29th 1866, after the war Captain Whitehead was in a posse that was hastily organized by his neighbor in Bolivar, William Crow Wright, when a gang of horse thieves made up of desperate border characters known as desperadoes had raided the country about Bolivar and had driven off some of the finest horses and stock in that part of the county. Also in the party were W.C. Wright, R.W. Wright, Dr. I.N. Hembree and James Tiller The chase culminated into a gunfight in which James Tiller and Dr.I.N Hembree were killed. There is a Denton Newspaper article dated Dec 11, 1869 of Dr. Hembree’s 16 year old daughter Lizzie who was staying with Capt. Whitehead and his wife Mary being injured in a fire in their home. She was severely burned but managed to recover and later married. William was a Freemason, and a prominent citizen of both Denton and Brown counties in Texas. He served with Terry’s Texas Rangers and helped hunt for the outlaw, Sam Bass. Once when he was out on the search, Sam, who knew Captain Whitehead was looking for him, snuck back to the house, and pulled a gun on Mary, demanding some food. She prepared it for him, and he ate it, keeping a gun trained on her the whole time. Then, leaving a $10 bill on the table, he left. Hours later, when Captain Whitehead returned, Mary told him what had happened, but emphasized that Sam Bass had paid her for the meal.
