Deceased Name: COVINGTON LEADER RICHARD BAXTER DIES AT 84
Richard Aubrey Baxter Jr. was a Covington, Tenn., business and civic leader for 43 years.
Mr. Baxter, the mayor of Covington from 1985 to 1993, died Tuesday of heart failure at his home. He was 84.
As a businessman, Mr. Baxter was elected to the Covington Board of Education in 1949. He served 12 years and was chairman the last four years he was on the board.
Two years later, Mr. Baxter was elected as alderman. He was vice mayor of the town for 14 of the 16 years he was an alderman.
He resigned in 1979 to begin a six-year stint on the Tennessee Housing Board.
The terminal building at the Covington Airport is named in his honor.
Mr. Baxter was the owner of R.A. Baxter and Son Lumber Co. and the Baxter Motel. He was a member of the First State Bank board of directors for 43 years and a member of the Covington Lions Club.
Mr. Baxter, the widower of Virginia Black Baxter, leaves three daughters, Kim Baxter Henley and Janie Carloss, both of Memphis, and Camille Whitley of Cordova, six grandchildren and three great-grandchildren.
Services will be at 11 a.m. Friday at First United Methodist Church, where he was a member, with burial in Covington Memorial Gardens. Maley-Yarbrough Funeral Home has charge.
The family requests that any memorials be sent to First United Methodist Church.
