Phillip was born October 24, 1940, in Mississippi County, Arkansas, to John and Susie (Feezor) Barch. He married Anita Gentry in 1966, in Arkansas. Phillip proudly served his country in the U.S. Army. He retired from Texas Instruments, where he was employed as an engineer. Phillip had many electronic patents. He was a precinct chairman for the Republican Party and a member of The Club at Hurricane Creek. Phillip loved to fish and was a member of the Texins Bass Club. 1659	Melbagene Black Cash Jan. 20, 1920 - April 28, 2009 Posted: Friday, May 1, 2009 12:06 am Melbagene Black Cash, 89, of Covington, a homemaker, died at Baptist Memorial Hospital-Tipton. Melbagene Black Cash, was born to Thomas L. and Joseph (Josie) L. Black in Burlison. She was the youngest of nine children. Melbagene, her brother Jack, and her seven sisters were raised in Tipton County. On July 15, 1945, she married Wilbur F. Cash in the Presbyterian Church in Munford. They lived in New York where he was stationed during World War II. Afterwards, they lived in Nashville while Wilbur attended Vanderbilt University. From 1949 until 1963, Wilbur and Melbagene made their home in Munford. They eventually moved to Covington with their children, Jean, Bill and Anne in 1963. Melbagene enjoyed her many activities including volunteering with the Red Cross Organization and Meals on Wheels. As an active member of the United Methodist Church, she taught Sunday school for over 40 years. Melbagene was an avid bridge player achieving lifetime master status. She was also a member of the Eastern Star and the Adah Circle. Services were April 29 at Maley-Yarbrough Funeral Home will Bill Face officiating. Interment was held in Poplar Grove Cemetery with Rev. Tim Carpenter. 1677	Morgan Carrington Fowler, age 96, passed away July 20, in Memphis. He was born September 18, 1922, in Memphis, to Joseph A. and Edith C. Fowler. He graduated from Central High School, Rhodes College, and the University of Virginia School of Law. He practiced law in Memphis before being appointed Judge of the General Sessions Court by Governor Frank Clement in 1963 upon the recommendation of the Memphis and Shelby County Bar Association. He subsequently won two general elections to that position by wide margins. He was also elected president of the Tennessee General Sessions Judges’ Association. On the bench, Judge Fowler was an “old-school” judge who said that his greatest ambition was to ensure that people’s first encounter with the law – which often took place in the General Sessions divisions – was a proper, fair and respectful one. For that reason, he never wanted to advance to a higher appellate level. He would sometimes offer first-time defendants he deemed guilty a deal: the dismissal of their case a year later if they committed no more offenses, and the maximum sentence on the current charge if they did. The recidivism rate in his court was understandably low. He believed that rehabilitation was a higher goal than punishment. He frequently tailored the punishment to the crime by, for instance, requiring someone convicted of violating hunting laws to serve weekends working with the Fish and Wildlife Service. It is also said that he was the first judge in Tennessee to sentence someone to jail for cruelty to animals. During his 22 years of service, he was the only judge in the county who was fluent in American Sign Language. Though not deaf himself, he was active in the deaf community, coaching deaf recreational basketball and softball teams, teaching sign language, and serving as chair of the Interpreting Service for the Deaf. His family and friends will remember his commanding presence and deep voice, his steadfast integrity as a public servant, his devotion to a scotch and water at Happy Hour, and his love of dogs and horses, which in later years could be coupled with impatience towards some of their two-legged brethren. He would want to be remembered for his service in the U.S. Army during World War II. He enlisted the day after Pearl Harbor and was on a troop carrier headed to Japan when the war ended. He was an avid reader of history until the week of his death from pneumonia. He was a 60+ year member of the Shriners, and a Boy Scout scoutmaster. He was predeceased last year by his wife of 68 years, Betty C. Fowler. He leaves behind his son, Cary Fowler (Amy), and daughter, Jo Fowler Hargraves (Ed). He also leaves four grandsons: Morgan Hargraves, Joel Hargraves (Shannon), Martin Fowler and Thomas Fowler, and great-grandsons, Clark Fowler Hargraves, and Coleman Thomas Hargraves. She was a retired county office assistant for Farmers Home Administration for 35 years. Funeral services took place on July 15 at Salem ARP Church where she was a member and faithfully served as church treasurer and in many offices in the WOC. Interment was in the church cemetery. 1689	Mr. Jack Huffman, 90, of Millington, TN passed away December 19, 2021. The family will receive friends Wednesday (Dec 22) from 12pm until the service at 2:00pm at the Millington Chapel. Interment to follow in Northridge Woodhaven Cemetery. Jack was born and raised in Brighton, Tennessee and graduated from Brighton High School. He is a veteran of the United States Marine Corp having been honorably discharged after two years of service during the Korean conflict. He retired from the City of Millington as the Public Works Director with 50 years of service. Prior to joining the City of Millington, he worked for the Tipton County Highway Department. Jack is a 50-year member of Millington Masonic Lodge #671 and a 32nd degree Mason and a member of the Scottish Rite. During the 1960's he was named the Millington Junior Chamber's Man of the Year and was inducted into the Millington Chamber of Commerce Hall of Honor in 2010. He is a past member of the Board of Directors of the Tennessee Sweet Sorghum Association. He is a member of the Millington First United Methodist Church and previously served as a member of the Board of Trustees, member of the Administrative Board, and is a Past President of the Methodist Men's Club. He leaves his wife of 60 years, Betty Pitts Huffman; daughter, Bethany K. Huffman of Millington; many nieces and nephews and a host of great nieces and nephews. 1690	Mr. James Badgett Sr., son of the late Bonnie and Cannie Carrington Badgett, was born in Paris, Tennessee on October 18, 1923 and departed this life on Sunday, October 15, 2006 having attained the age of 82 years. He was united in marriage to Bonnie Jean Badgett, she preceded him in death. Survivors include; one son, James (and Jackie) Badgett Jr. of Fowler, IN; one brother, Joe Badgett of Paris, TN; one sister, Maggie Raby also of Paris, TN; four grandchildren, Bonnie, Barbara, James, and Michelle; and four great grandchildren. Other than his parents and wife, he was preceded in death by one sister, Julia Martin James was a veteran of World War II and a retired clerk from General Motors having served as a faithful employee for more than 25 years. Mr. Anderson was born in Oilton,OK son of the late David E. and Edna Fowler Anderson and had lived in New Iberia, LA prior to moving to Swainsboro.He was an Air Force veteran of WWII having served as an MP in Germany. He stood Color Guard for General Omar Bradley. Mr. Anderson had retired from Texaco,Inc. in 1983.He had served as pastor of various churches in Louisiana, Mississippi, and Oklahoma for over 15 years. He was a member of Temple Baptist Church, New Iberia ,LA and attended Harvester Baptist Church in Swainsboro. 1693	Mr. Wm. H. McQuiston died of chronic diarrhoea near Monticello, Drew County, Ark., November 8th, 1884. Born in Fairfield County, S. C., December 28th, 1813, he grew up in Hopewell church. In 1837 he moved to Tipton County, Tenn. He remained there thirty seven years, and moved to Arkansas in January, 1874. He was twice married, and the father of nine children, seven of whom are still living. His widow is also with us. Mr. McQuiston served as deacon first in Saline, then in Bloomington church in Tennessee, and afterwards in the church at Monticello, Ark. 1694	Mrs. E.C. Goodman departed this life Jan 10th 1914 and was buried Jan. 12th at Shady Grove. Many sad friends gathered to bid her farewell here who hope to live as she lived and meet her in the sweet by and by. She was born in 1861 and was married to J.S. Goodman in 1889. They have no children, but have reared an orphan girl. Mrs. Goodman leaves two brothers, J.P. and W.T. Davis, and two sisters, Mrs. E.J. Carter, of Little Rock, and Mrs. Beard, of Warren and her husband who to the last did all they could to stay the ravages of that dreaded disease, consumption. 1698	Munford - Sgt. 1C Conrad Dewey Hooper (USA, ret.), 64, of Memphis, died at 2 p.m. Thursday at Memphis Veterans Medical Center after an extended illness. Services will be at 11:30 a.m. Monday at Munford Funeral Home with burial in National Cemetery in Memphis. Hooper was a member of Jackson Avenue United Methodist Church in Memphis, a veteran of World War II and the Korean War, and served three tours in Vietnam. He was also a member of Raleigh Masonic Lodge 770, Memphis Scottish Rite, Al Chymia Shrine Temple and Raleigh Moose Lodge. Hooper, the husband of Dorothy Pickard Hooper, also leaves two daughters, Mrs. Jill Dillon and Mrs. Patsy Shields, both of Memphis; a stepson, Claude 'Sonny' Bilderback of Marked Tree, Ark.; a sister, Mrs. Doris Cecil of Naples, Fla., and two grandchildren. 1699	Munford Chapel Ebituaries Charles L. Walker October 24, 2014 Atoka - CHARLES L. WALKER, 82, became absent from the body and present with the Lord on October 23, 2014 at his home. A faithful member, former deacon, and Ruling Elder Emeritus of Atoka Presbyterian Church, he always said he attended services there before he was born. A life-long resident of Atoka, Charles graduated from Munford High School and attended UT-Martin briefly before serving in the U.S. Army Medical Corps during the Korean War. Upon his discharge, he returned to Atoka where he farmed and for a while was involved in the cotton gin and fertilizer businesses. In 1960, he was elected a County Commissioner and served in that capacity for 50 years, retiring as the second-longest active commissioner in the state. Along with four other men, he signed the charter to establish Tipton Academy in 1965, and served several terms on the Board of Directors. After serving two terms as a town alderman, Charles was elected Mayor of Atoka in 1969, an office he held for over 41 years. Beginning in 1975, he was instrumental in forming Munford Development Company, Tipton County Land Company, Charles L. Walker Enterprises, and several other businesses. In the ensuing years, he developed numerous subdivisions and commercial properties in South Tipton County. Charles was chosen as “Outstanding Person of the Year” by the South Tipton County Chamber of Commerce in August of 1998, and was the selected honoree at Atoka’s “Day in the Park” celebration the following October. On July 25, 2009, he was featured in the “Celebration of 40 Years of Progress in Atoka.” He is survived by his wife of 60 years, Venita Bell Walker of Atoka; one son, Charles L. “Chuck” Walker, Jr. of Cordova; seven daughters: Rene’ (Allen) Smithers of Hattiesburg, MS, Cheryl (Randall) Thomas of Concord, NC, Daphne (Chris) Stroud of Atoka, Wynne (Keith) O’Kelley of Troy, TN, Lauren (Wayne) Bouler of Atoka, Melanie (Rob) Farmer of Cruger, MS, and Dana (Stephen) Gullett of Olive Branch, MS.
